NEW Customer Assistance Grant Program – Applications now available!
The Low Income Household Water Assistance Program, also known as LIHWAP, may be able to assist you with overdue water and wastewater bills. Apply now! LIHWAP grants are available for homeowners, as well as renters.
To qualify, you must have an overdue water bill that you are responsible for paying and meet household income guidelines. Learn more by reviewing the program flyer then apply online at www.compass.state.pa.us.

Hardship Grant Program – Applications Now Open
If you need help paying your LCA bill and meet program eligibility requirements, you can apply for a grant, up to a maximum amount of $400.
- Account Status: Account must have water service turned off or be in threat of service termination and have a balance of at least $200.00.
- Sincere Effort of Payment: Applicants must have paid at least $100 on their account in the past four months.
- Household Income: Total gross household income must be at or below 200% of the 2022 Federal Poverty Income Guidelines. (The Federal Poverty Income Guidelines were updated on February 1, 2022.)

Emergency Rental Assistance Program (ERAP)
Lehigh County has funding available to provide families and individuals financial assistance for rent including: rent, rental arrears, utilities, and home energy costs incurred due, directly, or indirectly, to COVID-19. To find out if you qualify for ERAP funding, or for an appointment to help with the application process, contact:
